WSIS Forum 2016 - CTO outlines new plans to promote ICTs for development GENEVA, 3 MAY 2016 - The Secretary-General of the Commonwealth Telecommunications Organisation (CTO), Mr Shola Taylor , has outlined today how the Organisation plans to aid the development of ICTs in the Commonwealth and beyond.
